I would assume that it's mostly that one person decided to step down and the other person realized that that's something they could also do. It's also 'easier' to decide that sort of thing when someone else has already done it and met with a positive outcoming.
Or it's just that they had two separate issues at two times, but are only making the announcement now at the end of the year.
