The reason why collections can be private is that they are intended to be used by people participating in a challenge where works are gradually revealed, such as Holmestice. This allows participants to submit works whenever they want with the knowledge that they'll stay private until the correct date. It also allows mods greater control over which works get posted and when, which helps them catch abusive works early & lets them stagger posting so that each work gets its own time to shine. This is a good thing for challenges, and I wouldn't want to see it go away.
I've also seen people add their own works to private collections so that they can keep the works to view for themselves but stop other people from seeing them. I'm glad that people have this kind of control over their own works.
